Who We Are
Klimabündnis Oberösterreich (Climate Alliance Upper Austria) is part of Europe’s largest municipal climate protection network, committed to supporting cities, regions, and local stakeholders in implementing climate action and sustainability strategies. As a non-profit regional competence center, we work across governance levels and sectors to facilitate integrative approaches in the fields of climate adaptation, biodiversity protection, and nature-based solutions.
In cooperation with over 100 member municipalities, regional institutions and civil society, we promote participatory processes, capacity building and concrete implementation support. Through our involvement in EU-funded projects (e.g. Interreg, LIFE, Horizon), we have built a strong profile in transnational knowledge transfer, governance innovation, and climate-resilient territorial development.

What We Are Looking For in New Projects
We are actively seeking strategic partnerships in Central and Alpine Europe to strengthen territorial resilience and contribute to the EU’s Green Deal and Biodiversity objectives. We are particularly interested in:

Transnational cooperation on ecological connectivity
– Projects focused on mapping, restoring, and managing ecological corridors, with links to Natura 2000, green-blue infrastructure or species migration routes.

Integrated governance & nature-based planning approaches
– Initiatives that combine ecological knowledge with institutional innovation to create holistic land-use strategies, especially under the EU’s Renaturation Law.

Climate adaptation and biodiversity mainstreaming
– Cross-sectoral implementation formats that support municipalities and regional actors in integrating adaptation and biodiversity into planning instruments and funding schemes

Pilot implementation & replication
– Partnerships that allow us to test, validate and transfer proven tools and formats (e.g. participation formats, landscape management models, climate risk analyses).

Participatory engagement of communities
– Projects that involve civil society, land users and municipalities in decision-making, especially around contested land uses (e.g. renewable energy, agriculture, conservation).

Open, creative and applied cooperation
– We value consortia that combine scientific excellence with practical implementation experience and are open to experimental formats, co-creation and visual storytelling.

Our Core Competencies
Based on our coordination of the Interreg AT-CZ project “DeKLARed AdaptRegions”, as well as involvement in national initiatives, we offer the following competencies:

Climate Change Adaptation in Sensitive Regions
– Specialised expertise in developing and mainstreaming local adaptation measures in natural protected areas (e.g. Natura 2000), cultural heritage sites and urban areas.

Nature-Based Solutions & Ecological Connectivity
– Facilitation of land-use planning processes integrating biodiversity, water management and climate resilience (e.g. retention areas, green-blue infrastructure, habitat corridors).

Transdisciplinary Stakeholder Engagement
– Design and moderation of participatory workshops, roundtables, and learning labs involving municipalities, farmers, NGOs and public authorities.

Governance & Institutional Analysis
– Identification of implementation barriers, institutional interfaces and policy gaps; development of governance models for improved coordination between planning levels (local – regional – national).

Capacity Building & Communication
– Development of training formats and communication strategies tailored to different stakeholder groups (e.g. municipal staff, landowners, administration).

Capitalisation of Knowledge
– Preparation of transferable outputs such as governance toolkits, practice manuals, policy briefs and regional adaptation strategies.
